Al-Raya Newspaper: the Prominent Al Raya Issue 62

I wanted to ask you about the Shariah Principle that states: “the forbidden is permitted due to necessities.” What is the Shariah meaning of the word necessities? I will mention two cases to explain what I mean:

A few days ago, Zanzibar Electoral Commission (ZEC) declared that on the 20th March 2016 will be the day for the Election Re-Run that was previously held on 28th October 2015.

On the 21st of January 2016 the BBC reported that the government of Tajikistan has escalated its ban which started from the year 2015 on ‘non-Tajik’ clothing by forcibly removing women’s Hijabs.
