The Secretary-General of the Gulf Cooperation Council (GCC), Jassem Al-Budaiwi, urged the UN Security Council on Thursday, 2/4/2026, to take action and issue a resolution authorizing "the use of all available and necessary means." He also stressed the need for the Security Council to "assume its full responsibilities and take the necessary measures to protect waterways and ensure the continued safe and secure flow of international navigation." This meeting between the GCC, which includes Saudi Arabia, the UAE, Bahrain, Qatar, Kuwait, and Oman, and the Security Council is taking place as the Council's fifteen members discuss a draft resolution submitted by Bahrain that would allow a state or group of states to take all necessary measures to guarantee freedom of navigation in the Strait.

Given this foolish political act, which is not even carried out by political novices and unworthy of a Muslim seeking Allah's pleasure, the Central Media Office of Hizb ut Tahrir clarifies the following points:

1- The Strait of Hormuz lies within Islamic land, and therefore, sovereignty over it belongs to the Muslims. No one else has the right to have authority over it, and it is impermissible to call for the Security Council or forces from kufr (disbelieving) countries to have authority over it or over any other straits and maritime passages located within Muslim lands.

2- This Bahraini call, adopted by the Gulf Cooperation Council, is a sign of treachery and humiliation. It stems from the abnormal state of the Muslim world, which is fragmented into small, weak entities ruled by Ruwaybidah (insignificant ignorant) leaders who facilitate the kaffir's control over their lands, airspace, and waters.

3- The Muslims' war is one, and their peace is one. They must not allow any Kaffir to attack any part of their lands. They must rise up as one to defend one another and prevent aggression against them. To allow their lands, airspace, and waters to be used as launching pads for attacks against their brothers and sisters is, by Allah, a grave sin!

4- The UN Security Council is nothing but a tool of colonialism in the hands of the major powers. It is not permissible to resort to it to issue resolutions concerning the sovereignty of any Muslim country.

5- The unification of the Muslim lands into one state—the Khilafah (Caliphate) on the method of the Prophethood—is the only solution to all the Muslims' issues. Their Caliph is the one they are protected by and whom they fight from behind. The existence of the Khilafah state prevents the colonial Kuffar from even contemplating aggression against any Muslim land. If the Muslims had a Caliph, neither America nor its protégé, the monstrous Jewish entity, would dare to attack them.

6- If it weren’t for the Ruwaybidah rulers of the Muslims, America would not have committed aggression against Iran and before that occupied Iraq and Afghanistan. Therefore, we call on Muslims to work with and support Hizb ut Tahrir to remove these Ruwaybidah rulers, get rid of these weak entities in their countries, and establish the second Khilafah on the method of Prophethood, to establish the ruling by what Allah has revealed, prevent the kuffar from attacking our lands, and carry Islam to the world.
