Can Any Merciful Corner of the Muslim World Be a Homeland of Safety and Dignity for the Rohingya Muslims?!

On 25 August 2026, Prothom Alo Newspaper reported, “Foreign Secretary Asad Alam Siam has said Bangladesh is continuing talks with Myanmar and diplomatic efforts to resolve the Rohingya refugee crisis. Bangladesh wants to create conditions that will allow the Rohingyas to return to their homeland with safety and dignity.”

How can Myanmar (formerly Burma) ever be a homeland of safety and dignity for the Rohingya Muslims? On the same day, 25 August 2026, the United Nations High Commissioner for Human Rights published a report entitled “Situation of human rights of Rohingya Muslims and other minorities in Myanmar” which analyzed, “widespread and systematic violations and abuses committed by the Arakan Army and the Myanmar military against the Rohingya, detailing the precarious conditions faced by the community.” After impoverishing the people of Myanmar by implementing capitalism, in order to cover up their failure, the Buddhist rulers of Myanmar inflamed hatred against the Rohingya Muslims. In August 2017, Myanmar’s military conducted a ruthless crackdown on the Rohingya Muslims in the western Rakhine State, forcing more than 740,000 to flee across the border to Bangladesh, where the vast majority are still living as refugees, in conditions that are not even fit for animals, stripped of safety and dignity.

How can the current Muslim states, including Bangladesh, be a homeland of safety and dignity for the Rohingya Muslims? The rulers of Muslim states too have impoverished the people by implementing capitalism, concentrating the wealth in the hands of a small corrupt ruling elite, and opening resources and markets for exploitation by the companies of colonialist powers. They too cover up their failure by shifting blame and inciting hatred against immigrants and refugees, using the rotten concept of nationalism. And when the people raise voices to demand rights that are obligated by Shariah, these rulers adopt the stance of the “hard state,” instead of establishing the state of guardianship of the affairs of Muslims, the Khilafah (Caliphate).

O Ummah of Muhammad (saw), the Mercy for All Humanity! Allah (swt) said, [وَمَا أَرْسَلْنَاكَ إِلَّا رَحْمَةً لِلْعَالَمِينَ] “We did not send you, O Muhammad (saw), save as a mercy to all humanity.” [TMQ Surah Al-Anbiyaa’: 107]. Indeed, the implementation of the Deen of Muhammad (saw) made the Islamic State a merciful homeland of safety and dignity and was prosperous, allowing all its citizens, regardless of race and religion, share in prosperity and extending merciful assistance to the weak and the incapable. In the book Kitab ul Kharaj (كتاب الخراج The Book of Revenues), Abu Yusuf Al-Hanafi stated, (في خلافةِ أبي بكرٍ رَضِيَ اللهُ عنه، كتب خالِدُ بنُ الوليدِ رَضِيَ اللهُ عنه في عَقدِ الذِّمَّةِ لأهلِ الحِيرةِ بالعِراقِ وكانوا من النَّصارى، (وجعَلْتُ لهم: أيُّما شيخٍ ضَعُفَ عن العَمَلِ، أو أصابَتْه آفةٌ من الآفاتِ، أو كان غنيًّا فافتقر، وصار أهلُ دينِه يتصَدَّقون عليه، طُرِحَت جِزيتُه، وعِيلَ من بيتِ مالِ المُسلِمين هو وعيالُه)) “During the Khilafah of Abu Bakr (ra), Khalid ibn al-Walid (ra) drafted a treaty of Protection (dhimma) for the people of al-Hira in Iraq, who were Christians, stipulating the following, “For any person who is elderly and too frail to work, or suffers a debilitating affliction, or falls into poverty after having been wealthy—such that members of his own faith begin to give him charity—his jizya tax shall be waived, and both he and his dependents shall be supported by the public treasury of the Muslims.” For centuries, the Khilafah was a merciful homeland of safety and dignity for refugees escaping oppression, including the Sephardic Jews that were expelled in 1492 from Spain by order of the Alhambra Decree of Queen Isabella and King Ferdinand. These Jewish refugees were evacuated by the navy of Sultan Bayezid II and granted sanctuary within the Abode of Islam.

O Ummah of Muhammad (saw), such is the beauty of our Deen and our Islamic history! So, how can we accept that Muslims do not find safety and dignity within their lands, whether they are migrants, refugees or residents? How can we be silent and still at the oppression, heavy handedness, miserliness, neglect and bigotry of the current rulers of the Muslims? Is it not time that we uprooted the hard states of oppression, and established the Khilafah Rashidah (rightly guided Caliphate), the state of mercy, in their place?
