Heavy rains and flash floods that hit large parts of Sudan have killed 42 people, injured 31 others, and destroyed more than 4,000 homes.
We ask Allah Almighty to have mercy and forgiveness on our families who died as a result of this rain, and to grant them the status of martyrs. We also ask Him Almighty to be gracious in His Judgment.
It is both sad and unfortunate that the rainy season doesn't come as a surprise, but rather, it is a period of information that is repeated annually. What’s more shocking is that many meteorological observatories warned of heavy rains, yet government agencies took no action to prevent their effects, which were even more devastating for villages in River Nile State, eastern Sudan, and even Kordofan, among others. The government has nothing to do with providing care. Otherwise, it would have directed its officials to open drains, build bridges, inspect valleys, move people and livestock to higher ground, and inspect people's homes for signs of rain resistance. Instead, it is preoccupied with other issues, and in doing so, it has completely abdicated its responsibility to care for their well-being, except for offering condolences to the families of those whose homes collapsed on their heads! The rains, which are, in essence, a mercy and blessing from Allah, have turned into a curse and a disaster!
The duty of care on the neck of the government is a responsibility that Islam has imposed on the ruler towards the subjects. The Prophet (saw) says: «...وَالْإِمَامُ الَّذِي عَلَى النَّاسِ رَاعٍ وَهُوَ مَسْؤُولٌ عَنْ رَعِيَّتِهِ»“Each of you is a shepherd and each of you is responsible for his flock”. The Prophet (saw) embodied this responsibility in practice when he was the ruler of the Muslims in Medina. Anas bin Malik, may Allah be pleased with him, narrated that he said:
«كَانَ النَّبِيُّ ﷺ أَحْسَنَ النَّاسِ وَأَجْوَدَ النَّاسِ وَأَشْجَعَ النَّاسِ وَلَقَدْ فَزِعَ أَهْلُ الْمَدِينَةِ ذَاتَ لَيْلَةٍ فَانْطَلَقَ النَّاسُ قِبَلَ الصَّوْتِ فَاسْتَقْبَلَهُمْ النَّبِيُّ ﷺ قَدْ سَبَقَ النَّاسَ إِلَى الصَّوْتِ وَهُوَ يَقُولُ لَنْ تُرَاعُوا لَنْ تُرَاعُوا وَهُوَ عَلَى فَرَسٍ لِأَبِي طَلْحَةَ عُرْيٍ مَا عَلَيْهِ سَرْجٌ فِي عُنُقِهِ سَيْفٌ فَقَالَ لَقَدْ وَجَدْتُهُ بَحْرًا أَوْ إِنَّهُ لَبَحْرٌ»
“The Prophet (saw) was the best among the people (both in shape and character) and was the most generous of them, and was the bravest of them. Once, during the night, the people of Medina got afraid (of a sound). So the people went towards that sound, but the Prophet (saw) having gone to that sound before them, met them while he was saying, "Don't be afraid, don't be afraid." (At that time) he was riding a horse belonging to Abu Talha and it was naked without a saddle, and he was carrying a sword slung at his neck. The Prophet (saw) said, "I found it (the horse) like a sea, or, it is the sea indeed." (Narrated by Al-Bukhari).
Dear People of Sudan: It has been proven beyond doubt that these bureaucratic systems do not care for your well-being; rather, they are a burden to you. So, abandon them and work for the pleasure of your Lord with Hizb ut Tahrir to establish the welfare state—the second Khilafah Rasheedah (rightly guided Khilafah) based on the method of the Prophethood. Under its shade, you will live happily and generously.
[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا للهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ]
“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life.” [Al-Anfal 8:24]
