The Actions of the Rulers of Sudan and Egypt Regarding the Renaissance Dam
A Waste of Water Security for the People of the Nile Valley

The bilateral consultative mechanism known as the 2+2, which includes the foreign and irrigation ministers of Egypt and Sudan, held a meeting at the Egyptian Ministry of Foreign Affairs on Wednesday, 3/9/2025, to discuss developments in the Grand Ethiopian Renaissance Dam (GERD) file. The meeting resulted in a joint statement in which the two sides expressed their full agreement regarding the dangers of the unilateral measures taken by Ethiopia regarding the filling and operation of the GERD. The statement pointed to a number of risks associated with the dam, including weak safety guarantees, irregular water discharges, and potential repercussions in the event of droughts.
We, in Hizb ut Tahrir / Wilayah of Sudan, had warned before the dam was built of its dangers, and that the rulers of Egypt and Sudan must work diligently to halt its construction. However, we found no one listening until the dam was completed and became a reality.

In light of this reality, we emphasize the following facts:

First: The rulers of Egypt and Sudan are the ones who relinquished the water rights of the people of Sudan and Egypt by signing the so-called Declaration of Principles in March 2015, which granted Ethiopia the right to build the dam, thereby relinquishing the historical rights and water quotas of both Egypt and Sudan.

Second: This mechanism, which discusses the risks now, after the dam's construction has been completed, is a form of deception, misleading the people of Sudan and Egypt, and deluding them into believing that they have regimes that defend their interests.

When Hizb ut Tahrir spoke about these risks, mentioning them in its forums and lectures, and then in the booklet, “An-Nahdha (Grand Renaissance) Dam and the Threats of Water War; Negligence of the Rulers and the Duty of the Ummah,” issued in September 2017, in which it detailed these risks, supported by the statements of experts and specialists, at the time, the pens and mouthpieces of the Sudanese regime responded, denying these risks and claiming that the dam serves the interests of the people of Sudan! It is astonishing that today they themselves are talking about the same risks!

Third: After the rulers of Egypt and Sudan surrendered and allowed Ethiopia to build the dam, they kept people busy talking about the management and operation of the dam, to make them believe that this was the problem. Even this, Ethiopia did not allow them to negotiate, to further humiliate them, and because it knows that the rulers of Egypt and Sudan have no will facing America, whose President Trump revealed that it was behind the dam and its financing, when he said in the White House on 15/7/2025: “I think the US funded the dam,” before he bestowed upon us that he left us water in the Nile River, as he added: “I do not know why they didn’t solve the problem before they built the dam. But it is nice when the Nile River has water.”

Fourth: Ethiopia, backed by America and the Jewish entity, will not rest until the Nile River is completely dried up and they have complete control over the water security of the two countries. The Executive Director of the Renaissance Dam Coordination Office, Aregawi Berhe, stated to the media on Wednesday, 23/7/2025, saying: “The Renaissance Dam is not the end of the road. Ethiopia will not be satisfied with one dam,” thus indicating that his country is proceeding with the construction of new dams, namely the Karadobi, Beko Abo and Mandaya Dams, whose storage capacity is estimated at about 200 billion cubic meters of water, encouraged by the weak position of the rulers of Sudan and Egypt.

Fifth: These regimes, whether in Sudan, Egypt, or Ethiopia, are functional regimes whose mission is to implement the wishes of their master in the White House. Hence the lackluster stances taken by the rulers of Egypt and Sudan regarding the construction of the dam, despite its danger to the people of Sudan and Egypt and the loss of their water rights.

Finally: Let the people of Sudan know that these functional regimes serve the projects of the Kafir colonialist West. This tampering with our country, its resources, and its water security will only be halted by the Khilafah Rashida (Rightly-Guided Caliphate) State on the method of the Prophethood. This Khilafah will uproot the influence of the Kafir colonialists from our country, preserve the security of the country and its people, and halt the encroachment of the most insignificant states upon the greatest nation whose history has graced the world.

So, people of Sudan, work with Hizb ut Tahrir for the sake of pleasing your Lord, for your glory, and for your dignified living under a system that cares for your affairs and looks after your interests.
