Shifting the Responsibility for Providing Security and Protecting People From the State to the General Public on a Regional Basis Is a Misleading Call and a Violation of Islamic Law

Over the past two days, we have seen in the media and on social media platforms articles by some journalists, activists, and others calling upon the people of Kordofan to sacrifice themselves and their wealth in order to liberate Kordofan from the Rapid Support Forces, which control large areas of Greater Kordofan and continue to threaten El Obeid, the capital of North Kordofan State, with drones, killing innocent civilians, and destroying infrastructure and public services.

One such article states: “When will Kordofan become angry as Al Jazirah became angry during the occupation and cast off its burdens, with its sons considering their wealth insignificant...” and goes on to say: “Where are the sons of Kordofan? They possess greater wealth and larger numbers, and among them are millions of young men capable of bearing arms and confronting the militia man to man...” Another writer says: “Will the people of Kordofan pass the test of dignity, or will they leave their dignity as a corpse upon a heap of rubbish, their condition resembling dishonor—may Allah protect you?!”

The question is: Why do these writers place the responsibility for liberating Kordofan from the Rapid Support Forces upon the people of Kordofan while turning a blind eye to the state, which is failing to fulfill its duty of protecting people’s lives and safeguarding their honor, despite possessing the manpower, equipment, and weapons necessary to restore matters to their proper course?

What prevents the state from fulfilling its duty is the force directing this futile and cursed war, seeking through it to separate Darfur from the rest of Sudan. That force is America, which seeks to fragment Sudan. Unfortunately, most people know this reality, which has become clear to everyone with insight and understanding. Yet many continue to mislead the public, and some even call upon people—on the basis of hateful regional loyalties—to assume the state's responsibility for maintaining security, protecting themselves, and safeguarding their honor.

It is self-evident throughout the world that maintaining security and stability is the responsibility of the state alone, through regular armed forces, not through regional or ethnic militias. These paid-for and divisive calls serve only the interests of the American project aimed at tearing Sudan apart by separating the Darfur region according to a Libyan-style scenario, with two governments divided by Kordofan as a battlefield of advance and retreat.

As for maintaining security and providing a dignified life, Islam places this responsibility upon the state. The state is responsible for caring for public affairs, providing security, healthcare, and all essential needs as a legal obligation, not as a favor granted to the people. The Prophet (saw) said:

«فَالْإِمَامُ الَّذِي عَلَى النَّاسِ رَاعٍ وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ» “The ruler who is over the people is a shepherd and is responsible for his subjects.” Part of this responsibility is ensuring security, safety, and a dignified standard of living for all people. The Prophet (saw) also said:

«مَنْ أَصْبَحَ مِنْكُمْ آمِناً فِي سِرْبِهِ، مُعَافًى فِي جَسَدِهِ، عِنْدَهُ قُوتُ يَوْمِهِ، فَكَأَنَّمَا حِيزَتْ لَهُ الدُّنْيَا»

“Whoever among you wakes up secure in his dwelling, healthy in his body, and possessing his day's provision, it is as though the whole world has been gathered for him.”

A sincere and truthful Dawah is one that speaks the truth and works to seek the pleasure of the Lord of the Worlds by implementing His law under the Second Khilafah Rashidah (Rightly Guided Caliphate) on the method of the Prophethood. It alone is capable of cutting off America’s interference with the unity of our country. It alone is capable of protecting our lives, safeguarding our honor, and establishing security and safety in pursuit of the pleasure of the Most Merciful.

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا للهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.” [Al-Anfal :24]
