The Yemeni Congregation for Reform Party (Islah), the Islamic Face of the Government Claims to be Islamic, Yet It Is Far from It!

Mohammad Abdullah Al-Yadoumi, Chairman of the Supreme Council of the Yemeni Congregation for Reform (Islah) Party, delivered a speech Friday evening, 12/9/2025, to mark the 35th anniversary for the founding of the party, which was on September 13. The speech, broadcasted on Suhail TV and lasted more than forty minutes, included the party's stance on local and international issues.
The Yemeni Congregation for Reform (Islah) Party was founded on 13 September 1990, just months after the unification of North and South Yemen, under the leadership of Sheikh Abdullah bin Hussein al-Ahmar (Sheikh of the Hashid tribe), giving it tribal and political influence. Islah participated in the first parliamentary elections in 1993, winning approximately 62 seats out of 301. It formed a tripartite coalition with the General People's Congress (GPC), led by the late Ali Abdullah Saleh, and the Yemeni Socialist Party (YSP) to run the state. However, after the 1994 summer war and the withdrawal of the YSP, Islah became a key partner in government with the GPC. Despite its transformation into the opposition after 1997, it remained a partner in power through the House of Representatives, and its members held positions in various government institutions until 2011 when it became more active and its members held important ministerial positions in the so-called legitimate government.
Although its leader denies any affiliation with the Muslim Brotherhood, yet since its inception, it has been a political and intellectual extension of the group. The party affirms in its bylaws that Islam is its method to political and social reform. The party is widely viewed as the Islamic face of the government, as it raises the slogan of Islam. However, the reality is that Islam is not just a set of slogans; it is a comprehensive, complete way of life, and no state implements it today. The world is governed by capitalism. These parties that raise the slogan of Islam advocate for ideas emanating from capitalism, such as democracy, the republic, absolute freedoms, usury, joint-stock companies, the gender agenda, adherence to UN charters and the Universal Declaration of Human Rights, and corrupt and degenerate bonds such as Patriotism. Those who advocate for these ideas, which contradict Islam, are secularists, even if they raise the slogan of Islam. Their purpose in raising the slogan of Islam is to deceive people into rallying around them, because people are loyal to their Deen and beliefs.
Al-Yadoumi's speech does not require contemplation or reflection to notice the extent of secularism it contained and its distance from Islam, which Allah made a law and a way of life, a Deen and a state. Al-Yadoumi described his party as one of the beacons of democratic construction in our country, and repeated the words ‘homeland’ and ‘nationalism’, and also touched on the sovereignty of the republic and the gains of the republican system and the appeal to the United Nations and other terms.
Therefore, we found it our duty to clarify some matters so that the picture becomes clear to people so that they realize the difference between Islam and the capitalist ideology and the concepts emanating from it:
The capitalist ideology is based on the separation of religion from life, and this idea is its creed. Based on this intellectual foundation, it was man who established his own system in life, and it was necessary to preserve human freedoms, namely freedom of belief, freedom of opinion, freedom of ownership, and personal freedom. Freedom of ownership resulted in the capitalist economic system. Capitalism was the most prominent feature of this ideology and the most prominent result of its creed. Therefore, it was called the capitalist ideology, by naming something by its most prominent feature. The origin of this ideology was that the tsars and kings of Europe and Russia used religion as a means to exploit, oppress, and drain people. They used the clergy as a vehicle for this. This led to a terrible conflict during which philosophers and thinkers took part, some of whom denied religion completely, and others who recognized religion but called for its separation from life. Until the consensus among the majority of philosophers and thinkers settled on a single idea: the separation of religion from life. This naturally resulted in the separation of religion from the state. Is Islam so deficient that we should abandon it and adopt capitalism instead?! Evil is their action!
The democracy adopted by this capitalist ideology stems from the fact that man is the one who establishes his system. Therefore, the nation is the source of authority. It is the nation that establishes systems, hires the ruler to govern, and can strip him of power whenever it wants. It establishes the system it desires, because governance is a contract of lease between the people and the ruler to govern according to the system the people establish for him to govern them. It transfers sovereignty and authority to the people and makes them the source of authority in the state, including the legislative authority that enacts constitutions and laws. Islam, on the other hand, makes Revelation (Wahi) the source of legislation, and constitutions and laws are derived exclusively from its texts through a legal understanding conducted by jurists (Mujtahids), not secular legislators. Therefore, Islam has determined sovereignty is for the Shariah, not the people. This is a blatant contradiction between Islam and democracy, because the politician cannot be democratic unless he denies Islam and rebels against the texts of Revelation that command adherence to Allah's Shariah and the rejection of everything else. Allah (swt) says:
[وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْكَافِرُونَ]
“And those who do not judge by what Allah has revealed are ˹truly˺ the disbelievers” [Al-Ma’idah: 44].
The patriotic bond they advocate encompasses humans, animals, and birds. It only emerges when the self, land, and country are exposed to danger, whether through attack or seizure, and disappears after this danger has passed. Therefore, it can be said that this bond is not appropriate for a person to adopt as a reason for his gathering, as long as it is low, emotional, and temporary. It is based on loyalty to the nation-state that rules with a secular system and sanctifies the artificial geographical borders created by the Sykes-Picot Agreement, which divided Muslim lands into feeble states, which necessitated the fabrication of identities to justify differences and incite grudges and hatred among those who, only recently, were sons of a single nation with deep historical roots. Patriotism is not a legitimate criterion for the Islamic Ummah, as loyalty must be to Allah. Patriotism, as it is understood today, is dedicated to justifying obedience to unjust governments and secular regimes and to preserving the cardboard mini-states, despite the fact that Islam forbids Muslims to have more than one ruler. It even orders the overthrow of the second ruler if one appears and Muslims have an Imam to govern them. Patriotism has also been dedicated to recognizing independence, meaning the independence of Islamic countries from one another and division. This has led to the fragmentation of the Ummah which Allah ordered to be one, and weakening it before its enemies. Patriotism has become a hateful arrow that has enabled the kaffir colonizer to occupy the country and suck its blood and resources. Allah (swt) says:
[أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُواْ بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُواْ إِلَى الطَّاغُوتِ وَقَدْ أُمِرُواْ أَن يَكْفُرُواْ بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلَالاً بَعِيداً]
“Have you ˹O Prophet˺ not seen those who claim they believe in what has been revealed to you and what was revealed before you? They seek the judgment of false judges, which they were commanded to reject. And Satan ˹only˺ desires to lead them farther away” [An-Nisa’: 60]. Allah (swt) says:
[إن هذه أمتكم أمة واحدة وأنا ربكم فاعبدون]
“˹O prophets!˺ Indeed, this religion of yours is ˹only˺ one, and I am your Lord, so worship Me ˹alone˺” [Al-Anbiya: 92].
As for what is called international law, it arose and came into existence against the Islamic state when it was represented by the Ottoman Caliphate (Uthmani Khilafah). As an Islamic state, it invaded Europe, declaring jihad, and began to conquer its countries, one by one, carrying the message of Islam to save its people from the tyranny of kings and the priesthood of the Church and its men, until it reached the walls of Vienna. Panic and fear gripped the hearts of the Crusader kings and feudal lords over their authority. This law is sponsored by the United Nations, which implements the schemes of the colonialists and has a dark history. It emerged after World War II after the signing of its founding charter at the San Francisco Conference, at the initiative of the United States in 1945, inheriting what was called the League of Nations, which in turn inherited the international family that emerged in Europe in the sixteenth century to confront the threat of Islam. This organization, with its Security Council, has today become an American tool to serve its colonial projects and schemes against Islam and Muslims in particular, and the world in general. Then come those who appeal to it, seek shelter under its shadow, and submit to its envoys! Do they not understand?!
In conclusion: Islam is a Deen and a global system that came to address the interests of the servants with truth and justice. It is a Deen and system that was revealed through Revelation (Wahi), and it is complete and perfect, free from deficiency or weakness. Allah (swt) says:
[الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمْ الإسلام دِيناً]
“Today I have perfected your faith for you, completed My favour upon you, and chosen Islam as your way” [Al-Ma’idah: 3].
How can anyone imagine that such a great global system and such a perfect and complete divine Deen, let alone a Muslim, lack a governing apparatus that would require a human-made system?! Doesn't this indicate that this Deen and this system are deficient, and thus a falsification of the Allah's statement:
[الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ]
“Today I have perfected your faith for you” [Al-Ma’idah: 3].
The perfect and complete system has no deficiency that can be compensated for by other religions and systems. Therefore, Muslims must limit themselves to the Islamic system alone, which is the system of the Khilafah (Caliphate), and reject everything else.
O our People in Yemen: We in Hizb ut Tahrir call upon you and all Muslims with all sincerity, devotion, and awareness to distance yourselves from those who promote adherence to UN laws and Western concepts such as democracy, secularism, the republican system, and others. Those who fan the flames of sectarianism and denominationalism that contradict your true Deen. We call upon you to work with us to implement Islam in its entirety, to preserve our Islamic identity, and to participate in the effort to restore the Islamic system of government under the second Khilafah Rashidah (Rightly-Guided Caliphate) on the method of Prophethood. Allah (swt) says:
[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ]
“O believers! Respond to Allah and His Messenger when he calls you to that which gives you life” [Al-Anfal: 24].
